The Weighted Shoe Pocket, by Darsha McManus, OTR/L, is perfect for adding input right at the extended foot placement, rather than on the ankle joint.  This allows the weight to extend to 70% of the foot area as well as to the ankle.

Can help to improve gait, decrease toe walking, and provides direct dorsal proprioception. Weights are included
